In reply to your letter No. 4218/1905/
0.0.0., my Committee have considered the copies of correspon-
-dence between the Merchant Service Guild and the Secretary of
State for the Colonies with regard to the Filots' Ordinance and
i am directed to state that they have no further comments to
make, and that the last paragraph in the letter of the Secre-
-tary of State for the Colonies to the Merchant Service Guild
of 27tb. April, 1905, viz:- "I am however to observe that the
"Pilots' Ordinance already provides that no person shall be

licensed as a Filot unless he has satisfied a board of Ex-
#
-aminers appointed by the Governor that he is capable of

'performing such duties'
appears to my Committee a suffi-
-cient reply to the Merchant Service Guild.
